Intake manifold question

I was doing a carb swap on my W600 318. I happened to look down into the intake. This is what I saw. On the dual plane manifold floor, the lower plane had a threaded hole with a plug. The upper plane had a threaded hole missing the plug.

Is this normal? Truck runs fine.
