What is the inside of the pcv valve look like and is there any type of movement with the inside piece.

Not to be picky but it's a PCV valve (Positive Crankcase Ventilation).

All the ones I've seen are basically just a metal "slug" inside a casing. The slug acts as a valve. When engine vacuume is high enough it pulls the slug against the inside of the valve and blocks flow.

Sludge can build up in them and prevent it from working properly, and I imagine over time the mating surfaces could wear reducing it's ability to seal.

So the slug should be able to move freely? Would this cause my throttle response to be unresponsive.

On all the ones I've seen, yes. Some carb cleaner will usually remove any sludge.

I guess it could. If it was gummed up and couldn't close then it could create a vacuum leak which would make the engine race and/or run lean.
