This is kind of a crude method but I think it'll solve your problem, get one of the old rheostats for an aftermarket heater. Connect that between the switch and the wiper motors, now you can adjust the speed to your preference, once you get it where you want measure across the rheostat for ohms and get the appropriate resistor. Don't leave the rheostat in there permanantly, it probably won't last very long, just good for testing. Also a few months ago Rod and Custom had a nice article on making your own voltage drops, might be a good idea to e mail them.
