That's a variable resistor for a brake controller, we had one on a single axle dump truck years ago when we installed an electric control on the truck. Today they do it internally, those were a pain in the a$$ to set correctly. If you were fully loaded it was fine. If not the brakes slid when empty. I don't miss those things a bit. Pull it off and chuck it.
