The epoxy, properly applied, should not peel or flake. It can be scratched and/or chipped, but other than that, it's a tough, chemical resistant coating. On an existing slab, we etch the surface first, for better adhesion.
The slab in the photo was "burned in" or manually trowled with a finishing machine until it is nearly black, basically over trowled. That seals off the top 1/8" and prevents "dusting" and acts as a semi sealer. It makes a slab look nice and it's easier to clean, but it will not prevent staining or absorbtion of oil spills etc. but it helps a great deal and it is permanent.
