It is a Dodge I suppose, however debased. I took this photo in Santa Ana Ca. several years ago when the truck was new. The picture doesn't do it justice though as you can't tell that all the flames and stuff are reflective prism tape. The owner was very proud when I snapped this , It was tough keeping a straight face as he extolled the virtues of his truck. I would describe the guy but you probably wouldn't believe it.

Looks like somebody soaped it up to wash it but never rinsed it.

That looks like a truck from Oz. They often have unique sheetmetal. So does south america.
